The Commonwealth Games is a multinational, multi-sport event which features competitions involving thousands of elite athletes from members of the Commonwealth of Nations. Organised every four years, they are the third-largest multi-sport event in the world, after the Summer Olympic Games and the Asian Games.

As well as many Olympic sports, the Games also include some sports that are played mainly in Commonwealth countries, such as lawn bowlsrugby sevensgymnastics and netball. The Games are overseen by the Commonwealth Games Federation (CGF), which also controls the sporting programme and selects the host cities. The host city is selected from across the Commonwealth, with eighteen cities in seven countries having hosted it.

The event was first held in 1930 under the title of the British Empire Games. The event was renamed as the British Empire and Commonwealth Games in 1954, the British Commonwealth Games in 1970, and gained its current title in 1978. Only six teams have attended every Commonwealth Games: AustraliaCanadaEnglandNew ZealandScotland and WalesAustralia has been the highest scoring team for ten games, England for seven andCanada for one.

There are currently 54 members of the Commonwealth of Nations, and 71 teams participate in the Games. The four Home Nations of the United Kingdom – EnglandScotlandWales and Northern Ireland – send separate teams to the Commonwealth Games (unlike at the Olympic Games, where the United Kingdom sends a single team), and individual teams are also sent from the British Crown dependencies –GuernseyJersey and the Isle of Man – and many of the British overseas territories. The Australian external territory of Norfolk Island also sends its own team, as do the Cook Islands and Niue, two states in free association with New Zealand.
The most recent games were in 2006 in MelbourneAustralia. The next edition will be held in 2010 in Delhi, India.

Common wealth 2010
The commonwealth is NOT a political union of any sort, and it does not allow exercise of any power over the affairs of the organization's members. As it looks like, the organization is not made to influence any country economically or politically or to practice the strength of one country over the other but it is meant to establish and strengthen a friendly relationship between the member countries to help each others in future.
So, let me explain, in a layman's language (the way I have learned) what Commonwealth and Commonwealth Games are all about. 

The Commonwealth is primarily an organization in which countries with diverse economic backgrounds have an opportunity for close and equal interaction. The primary activities of the Commonwealth are designed to create an atmosphere of economic co-operation between member nations, as well as the promotion of democracy, human rights, and good governance in those nations.
The important part to remember here is, just because you are a member country, this does not give you the right to organize the Commonwealth Games in your country. There are criterions that the member country has to meet before it can even "bid" for the commonwealth games to be held on its land.

The 2010 Commonwealth Games are the nineteenth Commonwealth Games, and the ninth to be held under that name. The Games are scheduled to be held in Delhi, India between 3 October and 14 October 2010. The games will be the largest multi-sport event conducted to date in Delhi and India generally, which has previously hosted the Asian Games in 1951 and1982. The opening ceremony is scheduled to take place at the Jawaharlal Nehru Stadium in Delhi. It will also be the first time the Commonwealth Games will be held in India and the second time the event has been held in Asia (after 1998 in Kuala Lumpur, Malaysia).
The Common Wealth Games are organised by the Commonwealth Games Federation (CGF), a union of around 70 countries lying in the major continents: Asia, Africa, America, Europe, Carribean and Oceania. The CGF was formed in the year 1930 by Bobby Robbinson with a firm will of promoting and celebrating an atmosphere of unique, friendly, world class Games in these member countries and also strengthening the harmonious mutual relations between the Commonwealth countries. The three foundation principles of the Common Wealth Games Federation are: Humanity, Equality and Destiny! These are the parameters held responsible by the Commonwealth Games Federation for every momentous decision taken within the federation. 
To improve the standard of living of the residents and the societal norms; the Commonwealth Games Federation is also a staunch supporter of education and awareness via sports and recreation. The distinguishing feature of the Common Wealth Games is, its formation based on history, as compared to the geographic and climatic factors responsible for the formation of other world sport associations. It also bags the honour of being the only Games Federation that has a common language for conversation i.e. English. For this reason, the Commonwealth Games have also been coined as "Friendly Games", and thus; have been a source of inspiration amongst the Youth of the Commonwealth Nations, to excel in games and sports. 
India’s sports history

Sports
 have been the one podium to anchor the spirits of Indians. Sports not only promoted the country internationally, but also served as a pedestal to express and answer national rivalries. Who else can experience the joy and the pride which Indians feel for their achievements on the Oval Pitch! The ecstasy of triumph can only be felt with our very own dada flinging his shirt at Lord’s. To say that ‘sports have added vigor to the Indian aroma on the world stage’ should not be considered as an exaggeration. This youthful sportsman spirit has not reserved itself to the young guns of India; it has a spell over the entire nation irrespective of age, sex, religion and even the understanding of a game.
An Indo-Pak cricket match is not only a matter of concern for sport-literates – it elicits a sizzle which unites the whole family, the whole community, the whole city, the whole generation, the whole nation. Elderly grandfathers might not know what do the players on the field need to do to make India win but they know that India needs to win.

The enthusiasm of a child waits for the glitter in the eye of his father watching the game when a run is scored. Envisaging this zeal, India’s sports minister Uma Bharti could not resist herself on the occasion of Indian victory in the Champions Challenge hockey tournament held in Kuala Lumpur and announced it to the world by quoting, “This is the beginning of a distinguished and exciting chapter in Indian sports history.” Everybody knew that the chapter was opened in the previous year by Viswanathan Anand and Pullela Gopichand in their stirring deeds for chess and badminton respectively.
This the first time India held Commonwealth Games after Jamaica (1996) and Malasyia (1998).
Pune
 the major IT City of India hosted the IIIrd Commonwealth Youth Games between October 12 and 18, 2008 which have been held under the Commonwealth Games Federation.

Delhi University
New stadiums for commonwealth games2010 are being constructed in the Commonwealth Games village where some major sporting events would take place. Some of the games would also be played in a sporting venue of Noida Stadium. DDA (Delhi Development Authority) is preparing a Games Village on the eastern banks of Yamuna River, near Swami Narayan Akshardham Temple – the largest Hindu Temple Complex in the world. It will provide a perfect harmony between the warmth of culture, tradition, hospitality and comfort of modern facilities. Also it will provide world class accommodation for athletes, sportsmen and team officials. The village will also house training areas, apartments, fitness centers, relaxing contours, zones of fun & activities, etc. Several other facilities will be also provided within close proximity to the popular landmarks of Delhi. 

Shera will be the mascot of the mega event of CWG 2010. It symbolizes courage, power and majesty of India. The logo of CWG 2010 is a spiraling image inspired by the Chakra, which is the symbol of freedom, power and unity. The logo spirals upwards. It symbolizes the growth and shows peopling coming together in harmony. Bright colors have been used to design logo. It symbolizes highlights of vibrant India and its journey to tradition to modernity. The tagline of the logo is “Come Out and Play”. It depicts zeal & zest, and vitality in the lives of people, encouraging them to join the excitement of fun and activities
Cost
The total budget estimated for hosting the Games is US$ 1.6 billion and this amount excludes non-sports-related infrastructure development in the city like airports, roads and other structures. This will likely make the 2010 Commonwealth Games the most expensive Commonwealth Games ever, being larger than the previous games in Melbourne 2006 (approx. US$ 1.1 billion).

The first Queen’s Baton was created for a relay to celebrate the Cardiff 1958 Commonwealth Games in Wales. Since then the Queens Baton Relay has become a much loved Games tradition.
The batons journey symbolizes the unity and shared ideals of the Commonwealth of Nations, and enables communities beyond the host city to share the Games celebrations. It also serves a functional purpose in carrying Her Majesty message to the athletes from Buckingham Palace in London to the opening ceremony.


The President of India, Mrs. Pratibha Patil has accepted the Queen of England's invitation to grace the Queen’s Baton Relay 2010 Delhi’s launch ceremony for XIX Commonwealth Games 2010 Delhi. Abhinav Bindra will receive the Queen’s Baton 2010 Delhi from the Queen as the first batonbearer. The Queen’s Baton Relay is a tradition of the Commonwealth Games and acts as a curtain raiser to every Commonwealth Games since 1958. The Queen`s Baton 2010 Delhi will take 240 days to complete the epic journey to all other member nations and territories of the Commonwealth. During this time it will cover a distance of more than 170,000 kilometres, and whilst on its 100 day national tour, the baton will visit every Indian state and its capital, plus many other cities along the way, covering in excess of 20,000 kilometres. This will make the Queen’s Baton Relay 2010 Delhi national sector twice as long as the Manchester and Melbourne relays which lasted 50 days each. On arrival at the opening ceremony, the Queen`s Baton 2010 Delhi will have travelled in excess of 190,000 kilometres over a period of 340 days; this will make the Queen’s Baton Relay 2010 Delhi one of the longest relays in the history of the Commonwealth Games. The Queen’s Baton Relay 2010 Delhi will conclude with the final batonbearer entering the Jawaharlal Nehru Stadium during the Opening Ceremony of the XIX Commonwealth Games 2010 Delhi on 3 October 2010.

Boost India’s tourism
Commonwealth Games 2010 to be held in Delhi is also going to give a major boom in Indian economy, especially in tourism and hospitality sector. It is expected that India will witness the arrival of international tourists will increase by 15-20 percent. India Government in collaboration with Ministry of Tourism and Archaeological Survey of India (ASI) has plans to launch special programme “Discover India in CWG 2010”. It is expected tourists will come to India form countries like South Africa, America, Canada, Singapore, Australia, United Kingdom, Mauritius, etc. 

Delhi, Agra, Jaipur, Shimla, Kashmir, Goa, Kerala, etc are going to enchant tourists during the commonwealth games 2010. Several new hotels, resorts, apartments are being built for the excellent accommodation for tourists. Definitely CWG 2010 is going to boost tourism in India. 
As far as Indian performance in sports is concerned, we are all very much aware that the conditioning that our children have in schools and homes is anti-sports. There are different sayings in India to discourage a child from getting into sports. Whatever one has accomplished in India, be it a Sachin Tendulkar or a Sania Mirza, it was all in a very raw form and without any professional practice, conditioning and guidance. It's a matter of great debate. This even reflects truly that what we know is only about the Flyovers, metros, roads, hotels and business plans than we talk about the sports and the sports personalities. We hardly know about them. 
But on the contrary, the performance in the year 2006 in the Commonwealth Games in Melbourne has been splendid. India ranked fourth in the tally.

Lets see how it exactly turns out to be for India in 2010 but this is clear from the media, businesses and politicians that the main focus is on infrastructure. To rebuild everything as if everything is truly international experience. Eventually, we all know what is going to happen, the rise in prices for property, stuffs of general use (there was no mother dairy till the 1982 Asiad happened, they removed all the cows from houses and this concept was floated). 

The Municipal Council of Delhi had started a kind of move in which they has asked the residents to catch and hand over the stray cattle to the government for which each person will be paid Rs. 2000/-. This was quite a success, until they ran out of money to pay and places to store the cattle. Finally, things are back to square one because even after paying a huge amount for that particular move, the number of cattle did not reduce to even 1% from New Delhi roads.
Anyway, that was the funny part of the infra structural changes, but yes, this is another truth that the government is having big plans. What exactly happens is that this is not just about making money from that event but also it’s the matter of reputation for the country. 
Delhi and development

You can think of this event as Sports and Tourism combined. India has its advantages in the area of tourism, we have many places that people can visit, this will get our government more revenue. So it really makes perfect sense for the government and also for the tourist to have the best of their times when they are in India for the commonwealth games.
The money is being spent in millions, there are plans, there are master plans from changing airports to roads to buildings, etc. This is pretty much strange but yes at least this game has given a lot to the citizens of India, New Delhi in particular. They have got their Metro trains, they have got good roads, they are about to receive the international treatments on the airports. The stadium is being revamped (stadiums are also important), Bawana power plants is being constructed. Television is going to see introduction of new technologies with improved broadcasting facility.

There are various projects on which the work is being delayed as per the DDA. The DDA is slotted to spend Rs 1,028 crore for upgrading the existing as well as developing new games venue. Both government and private companies have joined their hands together to go ahead with the projects The basic plan is to convert New Delhi into a world class city.
